Elephant Hill Overview
Trumark Homes at Elephant Hill is a proposed residential community in the City of Pomona. Longtime community members, the Aman family, acquired the site from the Phillips family in 1982. The proposed project site is located east of State Highway 57 and north of West Mission Boulevard. Nestled amid a mix of industrial and residential development, adjacent to the 57 Freeway, the site has been maintained as private property for over four decades. The City’s General Plan designates this site as Urban Neighborhood and Open Space which allows for 70 dwelling units/acre and 20 dwelling units/acre, respectively.
Compared to the allowed maximum development of 70 du/acre, Elephant Hill proposes 4.39 du/ac. The 121-acre site includes approximately 69 acres as Legacy Open Space and 52 acres as developable area for residential uses, including parks, streets, and paseos.
Trumark Homes at Elephant Hill proposes 228 for-sale homes, encompassing a mix of single family detached and attached homes. Residents will have access to a range of amenities including a private recreation center, four vista lookout points, and ample parking.
The proposed community will incorporate a traditional California landscape vision, using Native California plant material along tree lined streets, paseos and entries. The architectural styles will complement the landscaping and will include Transitional Spanish, Agrarian Modern, West Coast Prairie, California Cottage, and Contemporary Ranch.

Importance & Need for Housing
Under the Regional Housing Needs Assessment, the State of California is requiring the City of Pomona to plan for 10,558 new housing units by 2029. Per the Housing Crisis Act of 2019, the City has designated Elephant Hill as an SB 330 site in order to meet these needs.
Elephant Hill would be Pomona’s first major housing development in decades. It is interesting to note that the average home in Pomona is approximately 30 years old. Elephant Hill will provide much needed new housing opportunities to the City and the local region.
